LOLER & PUWER - What are the legal obligations of employers?
- The employer must ensure that all lifting equipment is fit for purpose.
- That an adequate training regime is in place with robust procedures within the SMS for all lifting operations
LOLER & PUWER - What is regular maintenance?
- Regular preventative maintenance
- Regular examinations by a competant person at least every 12 months
- If suspected of excessie load, or taken past limits should taken out of service until inspected.
- Greasing
- Condition of ropes (wear) chains (stretch)
- Condition of small gear
- Structures - corrosion, crasks, distortion etc
- Hollow structures, check for trapped water
- Regular function tests of stops, brakes and limit switches
LOLER & PUWER - Who can use lifting equipment?
- Only trained persons should operate lifting equipment. This can be in-house or from a training provider such as the manufacturer
- There must be clear oepration instructions provided by the company in the vessels SMS
- Relevant MCA “COSWOP” sections should be read and understood
LOLER & PUWER - What records must be kept?
- In services examinations (checked before use)
- Record of servicing, repairs and modifications.
- A register of lifting appliances and loose gear based on the ILO model shown in COSWP
LOLER & PUWER - What tests / examinations must be carried out on lifting equipment?
- All lifting equipment must be tested aftrer installation, modification or repair and within the last 5 years. Maximum interval may be reduced if stated by the manufacturer.
- Examinations:
a. If used by people = Every 6 months
b. Other equipment = Every 12 months
LOLER & PUWER - What Markings must be displayed on lifting equipment?
- SWL
- If SWL changes with configuration then must be marked clearly.
- IF SWL changes with radius of operation then indicators must be clearly visible to operator.
- If used for lifting people it must be clearly marked that it can.
LOLER & PUWER - What should be done before lifting operations?
- Should be properly planned
- Supervised by a responsible person
- Carried out in a safee manner by trained crew

MGN422 - Use of Equipment to Undertake Work Over the Side on Yachts and Other Vessels
This MGN provides guidance on the use of “rail and trolley” and similar systems for undertaking “overside” work on yachts and other vessels. The main points are:
- to ensure that new systems comply with BS standards;
- to ensure that existing systems have been checked to an equivalent standard;
- to ensure operators have been trained in their use;
- to ensure maintenance is carried out to the manufactures advice

When would you issue a permit to work?
When a crew member needs to complete a task in one of the following situations:
- Working aloft
- Over the side
- In a enclosed space
- Hot work
- Diving / Work on hull
- Servicing and maintenance of passenger lifts & Hydraulic Systems
- A task outside the norm for which no standard operating procedure has been set.
ISM - Main Elements of Risk Assesement
Calculate Risk - 5 Steps:
- Identify Hazard
- Decide who might be harmed and how
- Evaluate the risk and decide on precautions - mitigate
- Record your findings and implement them
- Review your risk assessment and update if necessary
Jobs that you have identified a hazard but cannot eliminated then require a permit to work.
