Examiner shows you a situation (potential collision)
You respond with:

You immediately say:

  • I am going to take a series of compass bearings to ascertain if the Risk of collision exists. Risk of collision exists when the copass bearing of an approaching vessel does not change or appreciable change and range is decreasing
  • The Examiner will tell you if the ship is on a steady bearing*

State whether they are the give way vessel. If you are the stand on vessl you say:

  • I am the standon vessel therefore I SHALL keep my course and speed - Rule 17 (a)(i)

Ascertain if you are: ‘giveway’ or ‘standon’ or ‘overtaking’ or ‘RV or ‘Head on’ - Apply Rule 18. Responsibilities between vessels.

The Examiner informs you the vessel keeps coming:

  • I would sound 5 short blasts of my ships whistle and continue to monitor the situation.
  • I would also put a helmsman on the wheel and switch to hand steering

Examiner says the vessel keeps coming:

  • I MAY take action to avoid collision by my manoeuver alone, as soon as it becomes appartent the vessel required to keep out of the way is not taking apprioriate action in compliance with the rules. Rule 17a(ii)
  • I will sound one short blast of my ships whistle and make a bold alteration of course to starboard and let her pass down my port side
  • Examiner will ask if you can turn to port?*
  • I SHALL avoid an alteration of course to port for a vessel on my own port side Rule17(c)

​​​Examiner asks when shall you take action?

  • When from cause, the vessel required to keep her course and speed finds herself so close that collision cannot be avoided by the action of the give way vessel alone, she SHALL take such action as will best aid to avoid collision Rule 17(b)
  • You should only say “ Best aid to avoid collision”

If the Examiner asks if you can turn to port in this case, you say:

  • If it best aids to avoid collision or gives a glancing blow then I can turn to port. Rule 17 (b)

Examiner gives you the start of a plot in Fog,
You tell him:

  • I have an initial indication of a vessel coming towards me with a small CPA
  • However, I have scanty information and must continue the plot

Once you have the full information tell the examiner:

  • Which point is ‘O’
  • Which point is ‘A’
  • Inform him that ‘OA’ is the relative track of the other vessel, showing a close CPA
  • If you use the distance between ‘OA’ you can work out a TCPA

You can then complete the ‘OAW’ Triangle

  • Know what your speed is… and then
  • Plot ‘W’
  • Describe ‘WO’ indicating direction
  • Describe ‘WA’ indicating direction and place vessel at ‘O’
  • Once this is done you can apply Rule 19 and inform the examiner of your action under this rule
  • He may tell you that you hafve made an alteration of cours and may ask you what affect it will have on the plot!

Rule of thumb for plotting your positon:

  • Half the time it would take to get to the nearest danger!
    • 6nm from land @ 12kts
    • 30 mins to nearest danger (land)
    • Therefore fix postion / fixing interval should be every 15 minutes

Immediate Actions to take as master following a collision

A
  1. Move to the bridge immediately to the navigation bridge and take the conn.
  2. Stop the ship’s own engines if underway and making way, depending on the position of the collision and how the vessels have struck. A few revolutions on engines could reduce the permeability by keeping the bow plugged into the damaged area.
  3. Sound the general emergency alarm if not already activated.
  4. Order a roll call and check the ship’s complement for casualties.
  5. Close all the watertight doors
  6. Close all the fire doors
  7. Order the engineers to standby and go to an alert status in the machinery space.
  8. Obtain the ship’s position in latitude and longitude by any reliable means.
  9. Turn the ship’s ‘deck lights’ on and display the vessels ‘Not under command’ (NUC) lights
  10. Designate an immediate Communications officer
  11. Order the Chief Officer to obtain an interim ‘damage assessment’.
  12. Order the muster of ‘damage control parties’
  13. Activate deck parties to turn out lifeboats and a rescue boat
  14. Bring bridge team together to include lookouts and helmsman.
  15. Order a local weather forecast to be obtained as soon as practical.

The Legal Obligation of each Master or Officer in charge involved in a collision is to ‘Stand by the other vessel to render him assistance’. This is not an easy task if your own vessel is badly damaged and the safety of your own crew is in question.

This activity could clearly be directly influenced by the Master’s second legal obligatio. ‘To establish communications and exchange information’. Although it is specified what information must be exchanged, it stands to reason that additional items related to the collision will also probably be discussed,

It should be borne in mind that the Master has four legal obligations in the event of collision:

  1. Standby to render assistance to the other vessel
  2. Exchange information with the Master or Officer in Charge of the other vessel.
  3. Cause an entry of the incident to be entered in the offical log book.
  4. Report the incident to the MAIB of the Marine Authority as soon as practicable after the incident. (Ref MGN 289)
