Why do we have it ?

What is ISM?
The ISM code sets an international standard for the safe mangement and operations of ships and requires companies to document and implement clear procedures, standards and instructions for safety management ashore and afloat.

Written by the IMO - A vessel complies with the ISM Code by running a Safety Management System
- SMS - It is written for all known and expected procedures + emergency contingency plans
The IMS code does NOT replace the requirement for compliance with existing regulations. i.e. Drills, Musters and Training per MGN71

What are the contents of the ISM Manual
“RP-CEERPS”
- Roles and Responsibilities: To ensure no task is left undone
- Procedures: For all known or expected procedures; bridge, deck, ER, interior etc
- Crew Familiarisation: Designated to Safety Officer by Master who will ensure it is completed in a timely manner 24hrs - LSA, Escape Routes, Must points etc
- Emergency Procedures: Man Overboard, Fire, Grounding, Collision, Separate file on the bridge, laminated cards, all bridge watch keepers to have read and signed
- Emergency Drills and Training: MGN71 = SOLAS Reg for drills is every month - Also have a drill matrix
- Risk Assessments and Permits to Work
- Planned Maintenance: LSA / FFA (reference to SOLAS, manufactures instructions and MCA guidance) Ships equipment such as lifting equipment (LOLER Regs 332) Ships Critical Equipment
- SOPEP: Procedures, Plans, Equipment, Contacts
(1 to 5 = People / 7 = Property / 8 = Environment, Pollution)

What is the role of the DPA?
- Point of contact between ship-shore

- Ensure a safe working culture - Carry out safety meetings - Investigate Near Misses, Incidents and Accidents - Risk Assessments - Workplace Inspections (Every 3 months)
ISM - What certification is required for ISM
Company + D.O.C (Document of Compliance) + Renewed every 5 years + Annual Inspection by Flag - MCA Vessel + S.M.C (Safety Management Certificate) + Renewed every 5 years + Intermediate inspection (2nd / 3rd year) by Flag - MCA + Annual Company Audit of Vessel An interim SMC is valid for 6 months before a full SMC needs to be issued. Need to have a minimum of 3 months of records before the full SMC can be issued.

Under what code and what situations can you have a sole lookout?
- Under the STCW Code, the OOW may be the sole lookout in daylight provided that on each such occasion

Full accout has been taken of all relevant factors, including, but not limited to:
- state of weather
- visibility
- traffic density
- proximity of danger to navigation
- the attention necessary when navigating in or near traffic separtation schemes;
- assistance is immediately available to the bridge when any change in the sitation so requires.
If sole lookout watchkeeping mpractices are to be followed, clear guidance on how they should operate will need to be given in the shipboard operational procedures manual.

It is stated in the SMS as per the ISM Code:
* Nothing in these instructions removes from the master his authority to take any steps and issue any orders, whether or not they are in accordance with the instructions (SMS) which he consideres are neccessary for the preservation of life, the safety of the ship or the prevention of pollution.* - Ships Security Plan as per the ISPS Code: The company shall ensure the ship security plan contains a clear statement emphasizing the master’s authority. The company shall establish in the ships security plan that the master has the overriding authority and responsibility to make decisions with respect to the safey and security of the ship and to request the assistance of the Company or of any Contracting Government as may be necessary.
