law that states no person in US will be denied based on race, color, or national origin or discriminated under any program or activity receiving Federal financial assistance; Title VI applies to all programs that receive federal funding, is enforceable by law, and requires all programs and facilities that receive federal funding to provide appropriate language services, including professionally trained interpreters when needed
