The Whole idea of ISPS
to reduce vulnerability of the industry to attack, thus countering the threat and reducing the risk
Main aims of the ISPS code
- control the access of unauthorized persons on board and inside any port
*Monitor the activity of people and cargo operation
*Detect the different security threats on Ship are port and implement countermeasures
*Provide security lvls and derive various duties and functions at different security levels.
*Build and implement roles and responsibilities for port state officer and onboard officers to tackle threats at international level
*Collect data from all over the the world concerning security threats
Which ships does ISPS apply to
passenger ships,
cargo ships/commercial yachts over 500GT,
and mobile offshore drilling units
What is a CSR
Continuous Synopsis Record
Form of logbook that stays with the vessel its whole life
Records changes of owner, flag, name, class etc
Checked by Port State control at inspections
Which vessels have a CSR
Passenger ships on international voyages
cargo ships of 500gt on international voyages
Class A passenger ships operating domestic services in UK waters
Details in the CSR

Who is the CSO
Company Security Officer
Company appointed person responisble for ship security assessment.

What are some things it includes?

On board plan, mentions the duties of crew at different security levels
Do’s and Dont’s for different threats
SSO is responsible under CSO for implementing the plan

Training and drill procedures
procedures for reviewing the plan
What is the SSAS
Ship Security Alert System
Alarm that does not sound on board but alerts shore authorities
What is the ISSC
How long is it valid
International Ship Security Certificate
Verified and issued when ship enters service
Valid for 5 years
requires intermediate verification between 2-3 yrs
Actions at lvl 1
Normal:
Check ID of all persons coming onboard
secure all unattended areas of the vessel
Search 10% (maybe an Aquila thing
Actions at lvl 2
Heightened:
Patroling the decks at silent hours
limiting access points
restricting access to areas around the vessel
Escorting visitors
Searching all or part of the vessel
Search all persons entering (on aquila at least)
Actions at lvl 3
Exceptional:
Consider:
limiting access to a single point
Access only to security Forces
Refusing all deliveries
Searching the whole ship
Evacuating or moving the hip
Training should take place in thecases of:
Damage/arson/vandalism
Hijack
Tampering with stores
Stowaways
Smuggling
Transporting terrorists
Use of the ship as a weapon
Attacks from sea
How often should Security drills be carried out?
every 3 months, or additionally if more than 25% of the crew has changed.
Various exercises involving CSO, port facilities and relevant authorities should be carried out annually
How is the Port involved in Security?
Much the same as the Ship, their own Audits, Plans and officers. and same 3 lvls of security
What if the Ship and port are at different lvls?
If port is higher, no problem, ship just moves up to ports lvl immediately
If Port is Lower, the CSO or SSO should talk to the port authorities and agree on appropriate security levels.
This is recorded in a ‘Declaration of Security’
What is a DoS?
Declaration of Security. Addresses the security requirements that are shared between a ship and port, and states the responsibilty that each will take
SSP defines when a DoS should be completed for each security lvl
When else does the UK require a DoS to be completed?
Declaration of Security
*When the Ship is operating at a higher lvl than the port
*When the Ship intends to enter a port that is not required to have a Port Facility Security Plan or Security Officer
*(If the Port is Higher than the Ship, the Port should initiate the DoS
*At Lvl 3
*When the SSP requires it to be done
What would an ISPS survey look for?
*Ship security controls implemented at all times
*Access control procedures implemented and crew familiar with their duties
*SSP secure from unauthorized access
*Correct security lvl as required by Flag and port State
*Security equipment is maintained and tested
*Regular drills carried out
*Searches carried out as per the SSP
*Restricted areas clearly identified and access controlled
*SSAS, Ship security Alert System operational and a record of tests kept
*CSO can be readily identified by crew
*Records maintained
