A

The IC, once in attendance. This should be done in consultation with the HMEPO . The consultation can be by phone/radio.

What is a level 4 hazmat incident?

A

This is where Control seek advice from a NILO, prior to the Brigade attending an incident, when the nature of the incident suggests a level 1 or 2 attendance is inappropriate.

The NILO then determines the appropriate attendance and, if this is different to the PDA, this will be declared a Level 4 incident.

If an attendance has already been made, then A LEVEL 4 HAZMAT INCIDENT CANNOT BE DECLARED.

How is the level of PPE worn under a GTCPS decided?

A

This is determined by the ‘Additional Personal Protection Code’ which is allocated to the specific chemical involved.
APPCs can be found on Chemdata via the MDT.
In cases where no APPC is available, the IC should risk assess it in consultation with the HMEPO.

If a hazmat is being carried in a smoke plume how can you model dispersal and who should you inform?

A

The Met Office created software called Hazard Manager. It is available on the CU. It allows dispersal to be plotted via either FireMet or ChemMet software.

If hazmats are being released into the atmosphere then Public Health England should be informed via Control.

Who is responsible for the recovery of hazmat waste?

A

LFB is not responsible for arranging this. Responsibility should be transferred to the responsible person before leaving. The HMEPO may be able to liaise with police/LA/PHE/EA to arrange this.

Disposable GTS and LTS are part of the waste from the incident, and should be handed over to the owner/occupier. In exceptional circumstances these can be bagged and transported to PEG via an OSU.

A

It is actually the responsibility of the owner or responsible person. The IC and HMEPO can give advice.

What level hazmat incident is the Clip 4 GDM ideal for?

A

Level 1 hazmat, as;
-at natural gas leaks it will give a reading on the LEL sensor.
-At carbon monoxide alarms actuating this will show on the CO sensor.
-At spillages of petrol outside, this will register on the LEL sensor if the level of vapour present is of concern.

Can the Honeywell Clip 4 GDM be used to identify the presence of other gases through showing oxygen displacement?

A

No. The level of oxygen displacement required to register on the Clip 4 would mean many times the lethal dose of some gases was present. This method is therefore extremely dangerous.

Any incident involving a gas other than those it has sensors for should therefore be declared a Level 2 incident so that DIM equipment becomes available.

How can the Honeywell Clip 4 GDM be used to decide levels of RPE?

A

At fires it can show the presence of CO (and therefore other products of combustion)
