What is the firefighter safety maxim?
At every incident the greater the
potential benefit of fire and rescue
actions, the greater the risk that
is accepted by commanders and
firefighters.
Activities that present
a high risk to safety are limited to
those that have the potential to
save life or to prevent rapid and
significant escalation of
the incident.
What should be set out in an ARA?
-The significant hazards identified at an incident
-The associated risks
-Those who are at risk
-The likelihood and severity of the associated risks
-The control measures put in place to mitigate the risks
-Any risk/benefit analysis
When should an ARA be completed?
When the incident commander recognises the value for an enhanced supervision of safety at the incident and when resources allow.
This will normally coincide with the appointment of a safety sector commander.
What are some of the benefits/uses of an ARA?
-They can provide a framework to structure safety briefings around
-They enable clearer communication of the joint understanding of risk at multi-agency briefings
-They can help frame operational debriefs after an incident
Who holds responsibility for the ANA? Who is it likely to be delegated to?
The IC holds final responsibility for ensuring the ARA is completed. It is likely that this will be delegated to the safety sector commander (Station Commander and above).
