What is a MAPP and who is required to have one?

A

A Major Accident Prevention Policy.

It is the minimum requirement; lower-tier COMAH sites must have a MAPP, while higher tier sites will have to meet additional requirements.

Who regulates COMAH sites?

A

The COMAH Competent Authority (CA)

It is comprised of the HSE, the EA, Natural Resources Wales and the Scottish Environment Protection Agency.

What two kinds of Emergency Plans exist for COMAH sites, and who prepares them?

A

The off-site emergency plan is prepared by the local authority.
The on-site emergency plan is prepared by the COMAH site operator.

What should an on-site emergency plan contain?

A

Plans for the full range of possible accidents including reasonably foreseeable low-probability, high-consequence events.

Consideration of;
Potential on-site consequences to people, the environment and property.
How to assist with off-site mitigating action.
The arrangements for restoration of the environment.
How the operator will communicate with the public and authorities.
The roles that those who work at the site will play.
THE ARRANGEMENTS FOR ASSISTING WITH EMERGENCY RESPONSE OFF-SITE.

The plan must also state how it interfaces with the off-site plan so that emergency services and those responsible for communicating information to those outside know where and in what form information will be passed
