what is hazard management
-the process in which governments and other organisations work together to protect people from the natural hazards that threaten their communities
what is the aim of hazard management
-avoid or reduce loss of life and property
-provide help to those effected
-ensure rapid and effective recovery

-mitigation (prevention e.g. land use zoning and protective structures)
-preparedness (minimising loss of life and property e.g. plans, warning systems, public awareness)
-response (coping with disaster e.g. search and rescue, evacuating, restoring critical infrastructure)
-recovery(short and long term e.g. proving essential health and safety and repairing, rebuilding infrastructure/ reopening schools)

what does the range of factors affecting response to hazards include
-choice of response depends on human and physical factors
-as organisations have limited resources and time, the scale of the (physical) risk will be major factor in influencing how resources are devoted to reducing hazards
what is the model that depicts a time/normality curve
-the parks model

-used to help better understand the time dimensions of resilience from when a hazard strikes to when it returns to normal

-enables for better preparation for future events
-compares different places with the same disaster event e.g. Indian ocean tsunami and japan

-pre disaster: quality of life is normal, people do best to prevent and prepare for disaster e.g. educating public on how to act
-relief: after hazard occurred, immediate relief with medical attention and search + rescue, quality of life stop decreasing
-rehabilitation: groups try to return the state of things back to normal, provide food, water, shelter for those in need
-reconstruction: rehabilitation in longer term, reconstruction period and better preparation to improve from mistakes
what does the parks model take into account
-the inconsistency of hazards in their mag, development, aid received)
-wealthier countries with diff curves (recover faster)
-in hazard events that affect different countries, each has own curve
