Replaced Liverpool after his resignation in April 27th 1827
Undecided Tory support- too advanced and flamboyant in idea couldn’t be trusted, fall of cabinet Wellington peel , refused to serve under him canning invited four Whig minsters into government liked him for flexibility and liberal mind. Gave him support in commons, moderate Tories huskies son, George iv supported him as he could command commons and was popular in the country
Tried introduce sliding scale - 1828 William huskies son sliding scale allow tax on imported corn to be cut gradually according to price of home corn would steady market but for formers lowering a bread would displease working man

Really not good at holding cabinet together, peel was Home Secretary agreed to lead commons with inclusion of canningnites popular in country at the time excluded Lord Eldon foul of ultra Tories
Gave way when faced opposition let huskies son resign
1828 reshuffle brought catholic emancipation ahead offered cabinet position to vesey Fitzgerald Protestant landowner

Weaknesses in cannings government

A

Pro corn law faction - agriculturalists concerned with huskiessons sliding scale would not offer them protection. For home grown produce that they demanded as they’re right
Importance of industrial growth showed importance , need to encourage expansion through free trade measures by some Tories
Traditional Tories - would consider economics, administrative reform but nothing to disturbed the integrity of the constitution of preservation of church and state e.g catholic emancipation and parliamentary reform
Ultra Tories - intolerant of any measure that would disturb their patrimony and were prepared to vote themselves out of office uphold their rigid anti reform principles attempted to repeal of test and corporation act 1828 corporation act - 1661 ensure anyone in municipal offic had to be part of Anglican Church, test act 1673 anyone who held civil, military under crown designed to exclude Roman Catholics
If abolished this would Protestant dissenters would turn against Catholic to stop Catholic emancipation

1828 county Clare election to enable vesey to take place in cabinet
Small farmer 40 shilling to vote oconell won an election two to one
1829 Catholic emancipation passed decided would be difficult to refuse oconell seat without reaction

A

Weak outbreaks of violence due to bleak harveste and economic recession 1830 reactionary speech praised existing system as near perfect upset all sides and hastened end of wellington time in government should have produced moderate reform instead of playing it into the hands of opposition
