He had to try and appease the Radicals and the Whigs at the same time without annoying the one too much, There was tension as the Radicals wanted more change and the Whigs thought the change was coming on too fast.

They created their own manifesto in 1885 that Gladstone didn’t authorise. They wanted free education, progressive taxation, slum clearance and reform of the House of Lords
