What happened to elections in 1872 and the motivation?
A secret ballot was introduced, which allowed better voters rights as they weren’t as easily intimidated
It was motivated by not wanting corruption and more efficiency.
The Tories couldn’t bribe others into voting for them

All mosts in the Home Civil service were made open to competitions through public examination, didn't include diplomatic and foreign Civil service was exempt. It was motivated by meritocracy and efficiency, the foreign CS didn't want a middle / working class promotion British abroad

JPs were given the right to grant licenses to publications to fix open and closing times, and could check on the adulteration of beer

School boards were created for. areas with no schools to give education that was non religious. If there weren’t enough church schools, then a state one was made and funded by the government instead of the church. This was the ‘dual system’
Gladstone allowed a tax on the local areas to tax people to allow for free seats for students who couldn’t pay the fees for school.
Motivation - Laissez faire, leave boards to control their education, meritocracy, allowing even poor students seats
