(2) For infringement of legislation, warn the pilot that if they take-off, it will be reported
(3) If pilot insists on taking off, then when traffic permits, state that there no traffic reasons to restrict take-off
(4) Record the warning and any comment made by the pilot in the ATC Watch Log
