What are the objectives of an Air Traffic Service?
(1) Prevent collisions between aircraft
(2) Prevent collisions between aircraft on the manoeuvring area and obstructions on that area
(3) Expedite and maintain an orderly flow of air traffic
(4) Provide advice and information useful for the safe and efficient conduct of flights
(5) Notify appropriate organisations regarding aircraft in need of SAR aid, and to assist such organisations as required
Are ATS Personnel solely responsible for preventing collisions?
No. Pilots and vehicle drivers must also fulfil their own responsibilities in accordance with RoA Regulations.
Should an Air Traffic Control Service also provide pertinent Flight Information?
Yes. An Air Traffic Control Service shall include the provision of pertinent flight information.
To which aircraft is an Air Traffic Control Service provided to?
(1) to all IFR flights in airspace Classes A, B, C, D and E
(2) to all VFR flights in airspace Classes B, C and D
(3) to all special VFR flights
(4) to all aerodrome traffic at controlled aerodromes
Describe an Air Traffic Advisory Service
An Air Traffic Advisory Service is a service provided within Class F airspace to ensure separation, in so far as practical, between participating IFR flights.
Describe a Flight Information Service
A Flight Information Service (FIS) is a service provided for the purpose of giving advice and information useful for the safe and efficient conduct of flight.
What pertinent information should a FIS provide?
(1) SIGMET and AIRMET information
(2) Information concerning pre-eruption volcanic activity, volcanic eruptions, and volcanic ash clouds
(3) Information concerning the release into the atmosphere of radioactive materials or toxic chemicals
(4) Information on changes in the availability of radio navigation services
(5) Information on changes in condition of aerodromes and associated facilities including information on the state of the aerodrome movement areas when they are affected by snow, ice, or significant depth of water
(6) information on unmanned free balloons
(7) Information on space weather phenomena that have an impact on high frequency radio communications, communications via satellite, GNSS-based navigation, and surveillance systems, and/or pose a radiation risk to aircraft occupants at flight levels
(8) Any other information likely to affect safety
