Yes but must have the approval of the chief on scene and must be requested by a gas rep on scene . Prior to the removal of the cover a gas rep must check cover for stray voltage.

No
Can we pull electrical manhole covers if there is a manhole fire in the area or smoke or arcing is observed in a electric manhole or transformer vault?
