Sometimes the bishops are asked to sit in a general council which is an extraordinary form of the Magesterium.
The task of the General council is to explore big issues in the life of the Church.

When the pope makes his own declarations but this is very rare as he would usually consult with the bishops first.
The pope has the authority to make a final decision on an issue.
How will this change a Catholics life?
Catholics will look up to the teachings of the Magisterium to fully understand the Word of God in modern day lives.
This could include writing letters to their local bishop for help and guidance.
