- Maintain/Restore Core Cooling

- EPLAN is ALERT or higher classification
Who is responsible for dispatch and tracking of Emergency Teams? And what actions are URGENT?
The EC has responsibility
- Firefighting, Search and Rescue, Lifesaving
- Bomb Search
- HAZMAT (Urgent to High)
The EC controls AO access into plant areas, but what does he NOT direct for AO’s?
Plant Manipulations
- The OSC gives AO direction (on-shift AO’s are directed from CR)
If the SM is physically unable to fulfill EPLAN requirements, what is done both when a transient is IN PROGRESS and NOT IN PROGRESS?
NOT = CRS is responsible for EPLAN
IN PROGRESS = CRS is responsible to assign an EC qualified individual (other units SM’s, etc)
If it is suspected that multiple units may meet or exceed an EAL prior to initial classification, who is designated as On-Shift EC?

Describe UNUSUAL EVENT
- Potential Degradation of Safety
- Indicate Security threat
- No release requiring off-site expected
- Activates ON-SHIFT ERO
- Notify NRC, State, County
Describe ALERT
- Actual or Potential substantial Degradation
- Threat due to Hostile Action
- Release are expected to be Limited
- Activate All ERO
- Prompt follow up to off-site authorities
Describe Site Area Emergency
- Major Failures of plant functions
- Hostile Action (intentional damage/malicious)
- Releases shouldn’t exceed EPA PAG beyond site
- Activate ALL ERO
- Assembly/Accountability of ONSITE
- ONSITE non-essential must be evacuated on SAE
Describe General Emergency
- Actual or Imminent Core Degradation/Melt
- Potential Loss of CTMT integrity
- Hostile Action (loss of facility control)
- Releases will exceed EPA PAG off-site
- Prompt NRC, State, County notification
- ONSITE EVAC required
- State of AZ response, evacuate public
* PAR consideration now at GE only level
What can indicate an EAL classification?
- Instrument reading
- Equipment Status Indicator
- Measurable Parameter
- Discrete, Observable Event (or phenomenon)
What are the EAL Recognition Categories?
R = Radiological F = Fission Product Barrier S = System Malfunction H = Hazard E = ISFSI C = Cold
When would we enter the EP-0901 Classification?
Any situation where an EAL may have been exceeded or when a classification change may be necessary for an emergency event already in progress
