Crime Scene Management
Uniformed officers will be responsible for preliminary investigations of all crimes except certain homicides.
Responsibilities of uniformed officer:
-assist the injured
-observe and note all conditions
-protect the crime scene
-preserve evidence
-ID victims and witnesses
-arrest and interview suspect IF near the crime
scene
-photographing and processing the crime
scene (NO PERSONAL CAMERAS!)
-canvass of neighborhood
-complete report
-sketch if applicable
-call medical examiner if fatality
-notification of supervisor if serious
Responsibilities of Field Supervisor (Sgt.)
- suicide, serious assault, other serious crime, Sgt. WILL respond to scene and assume mgt responsibilities
- will assign additional personnel to scene if needed
- will notify Watch Commander
Responsibilities of Watch Commander
- serious crime the Sgt SHALL notify the commander
- media releases
- notification of Internal Affairs, if needed
- confirming the M.E. has been notified
Responsibilities of CIS Supervisor
- follow-up investigation
- suspect and witness interviews
Responsibilities of CIS Investigators at Crime Scene:
-may obtain a search warrant, OR uniformed officer can get warrant if CIS personnel don’t respond
Homicide Investigations
- person is dead, officers SHALL retire to the perimeter, protect the scene, and notify CIS
- if CIS respond, UOD SHALL retain the perimeter
Responsibilities of the Criminal Identification Unit:
-they will assist with evidence collection at the direction of the crime scene supervisor
