- extra funding for w/c students and reduces inequality gaps
-schools get extra funding for those on free school meals e.g pay for uniform, revision resources, compulsory school trips etc

-said this strengthens the economy as more students doing level 3 qualifications
Raised school leaving age
- raised to 18 years old
- could be a meritocratic policy as it means w/c cannot leave as they were most likely to leave at 16
