Discipline is often though of in a limited sense of punishment however,
The term means more nearly instructing teaching and training. Poor discipline is the result of poor leadership. The ability to maintain a high level of discipline is probably the single most important characteristic of the strong leader.

The unadjusted, discontented, nonconformist who has not been amenable to other more positive methods
How do you combat the adverse effects of discipline
Promptly, intelligently, fairly, and consistently

Certainty Swiftness Fairness / impartiality Consistency Deterrence for others
What is upward discipline?
When subordinates thwart leadership
What is morale?
The state of the mind reflecting the degree to which an individual has confidence in the members of his group and the organization.
How can morale be measured?
By factors such as teh quality or quantity of work, the rate of turnover, the number of disciplinary cases, the number or bickering and arguments, careless use of equipment, misuse of sick time,
Most obvious is the appearance of personnel
What is the primary objective of complaint investigation?
Protect the integrity and reputation of the force, to protect the public interest, and to protect the accused employee from unjust accusation. Sunshine is the best disinfectant. Openness serves as an antidote to suspicion and distrust.
What is Vicarious liability and respondent superior?
Under the doctrine of respondent superior a public entity is liable for the wrongful acts or omissions of its employees who are acting within the scope of their employment. This is the essence of vicarious liability.
