what are the CDM regs?
these are regulations relating to health and safety on site and welfare.
They apply to both domestic & commercial
Domestic client example
Work on own home, not involving a business
Commercial client
Work carried out in connection with a business. ie schools, retailers, landlord
What do clients need to do IN WRITING?
Appoint:
Principle Designer (PD) & Principle Contractor (PC)
-who are competent
What does the PD have to do?
Plan, manage and co-ordinate THE DESIGN WORK.
Gather information
What does PC have to do?
Plan, manage and co-ordinate CONSTRUCTION WORK
What does the client have to do?
Provide a ‘client brief’, information such as;
- any dangers (hidden?) on site,
- asbestos info,
- timescales,
- provide welfare facilities
At the end of works who prepares the H&S file?
The PD. If the PD leaves before end of job, the PC should do this.
What makes a project ‘notifiable’
- More than 500 person days.
- More than 20 people on site over 30 days.
The only responsibility a domestic client has under CDM 2015 is to ?
Is to appoint a principal designer and a principal contractor when there is more than one contractor.
If NOT DONE, client duties automatically transfer to contractor or principle contractor.
If only one contractor what does the client have to do before works?
Prepare the Pre-Construction Health and Safety Plan (PCHSP).
HOWEVER IF THERE IS A PD AND MORE THAN ONE CONTRACTOR, THEN THE PD PROVIDES THE PCHSP.
What must the contractor provide?
They provide the Construction Phase Plan (CPPP).
Clients Duties in Commercial projects
Client duties APPLY IN FULL
(for domestic clients the duties normally pass to other dutyholders).
They must appoint a PD and PC
Are Risk Assessments required by law?
Yes.
Are Method Statements required by law?
No. But are effective to plan, manage and monitor construction work.
