   - No evidence of EBL within 2 years
   - AND all animals > 24 mo tested
   * x2 negative with at least 4m interval
   * OR x1 negative within 30 days before introduction
   - AND all animals < 24 mo born from dams which were:
   * X2 negative
   * within last 12m, with at least 4 m interval
4. All germinal products - semen:
   from EBL-free establishments
   from approved germinal product establishments
