What are SPEC codes
Determines there fitness to undertake specialist duties
A0/C0:post to a non flying position
A1/C1: fit for unrestricted specialist duties
A2/C2: fit for specialist duties with restriction
A3/C3: unfit specialist duties up to 24 months
A4/C4: Unfit specialist duties more than 24 months
Indications for AMECR
Any medical condition which has impact upon fitness to deploy or fitness for SPEC duties
Any routine medication use
Any spectacles use
Types of AMECR
Central - Career- changing, confirmed by MECRB Institute - complicated, confirmed by IAM Unit - Simple conditions, confirmed by SSAMAs/IAM
For RAAF aircrew and controllers a SPEC code of A0/C0 can be applied for
A posting not to designated flying position
B fit for unrestricted specialist duties
C fit for specialist duties with restrictions
D unfit for specialist duties up to 12 months
A positing not to designated flying position
who does the UAMECR and when is it done
Done by AVMO at unit level
for conditions that are straightforward
Confirmed by SSAMA/IAM
Criteria for UAMECR
Unfit for SPEC duties >28 days and <24 months eg A3/C3
Employment restrictions permanent eg SPEC A2/C2
Absence from duty >28 days but <4 months SPEC A3/C3
Return to duty after a period of grounding or unfitness >4 weeks provided
- not due to either a mental disorder or substance abuse
- period of grounding or unfitness <12months
- conditions is fully cured (not just controlled)
- no residual functional incapacity
- no requirement for safety relevant medications
- absence from duty did not extend >4 months
Upgrading of MEC/SPEC 2 or 3
criteria for IAMECR
Unique to SPEC A and C for more unusual/complicated medical conditions
Conducted for
- return to duty after either mental disorders or substance abuse
- UAMECR cases in which SSAMA or CO RAAF IAM concludes that a higher level of AMECR is required
Raised by AVMO
review by SSAMA
referred to RAAF IAM which results in it being reviewed by 2 SAVMOs
Confirmed by CO RAAF IAM
Criteria for CAMECR
SPEC A3/C3 > 24 moths or SPEC A4/C4 has been recommended
If health professional recommend MEC J29, L27, L28, J32, J4x, J5x
If health professional considers the member to be non-deployable for >12 months with J31 extension, >18months Navy and RAAF, >24 months army
when a member has been MEC J34 for >4 months
where the CMA/PMA has directed MECRB consideration
when directed for further review by the MECRB
