What is a CIMS incident?
An event that that needs a response from one or more agencies..
Purpose of CIMS
to enable personnel to respond effectively to incidents through appropriate coordination across functions and organisations.
Both horizontally and vertically
By:
- Establishing common structures, functions, and terminology in a framework that is flexible modular and scalable
and
- providing organisations a framework that can be used to design their own CIMS aligned processes.

When to use CIMS
Wide range of incidents.
Can also be used for the pre-emptive management of potential- inducing situations such as planned events.
For the purpose of CIMS an emergency is defined as:
Risk to life, health property, or the environment that requires a coordinated response.
Common CIMS response objectives (9)
Preserve life
Maintain law and order
Care for sick, injured, dependant
Essential services
Preserve governance
Protect assets, including buildings and their contents
Protect natural and physical resources
Provide animal welfare
Preserve economic and social activity
Emergency powers
Some statutes require a state of emergency to be declared before the use of powers, while others allow powers for appropriately appointed people.
In all cases there is a expectation that responses will be coordinated across agencies.

CIMS principle: Response to community needs
Response should mitigate and manage consequences of incident on affected individuals and community.
Response personnel - recognise individual rights. Treat with fairness and dignity.
Communities must be able to participate in response. In order for this to occur effective communications required.
CIMS principles: Flexibility
Modular and scalable.
Applicable to wide scale, hazard and situation characteristics.
CIMS principles: Unity of effort
Common objectives are met by coordinating response and recovery.
Allows organisations with specific mandates to support each other while maintaining their own authorities.
CIMS characteristics (4):
- Common structure, roles and responsibilities
- Common terminology
- Interoperability
- Management by objectives (established by Controller, assisted by IMT, consult with governance)
Incident management benefits by engaging Iwi in response and recovery through (7).
- Strong networks
- Access to community focal points
- Ability to mobilise resources appropriately
- Understanding Tikanga
- Able to ID and assess iwi needs
- Understanding of the local landscape, history, sacred sites
- Ability to link with other cultures
Engaging Iwi/Maori in response and recovery should be based on (3):
- Partnership built on mutual respect and shared vales and follows the Treaty Principles of Participation, Protection and partnership.
- Recognition of capability and capacity
- Collaboration between Iwi and emergency management before, after and across all 4R’s
What are the CIMS roles (7) (IMT):
- Control
- Planning
- Operations
- Logistics

- Welfare
Single person or teams dependant on situation.
A decision to scale a CIMS response needs to be based on (3):
Safety
Size and complexity
Span of control
Incident level - single agency - small incident
C2 simple as all staff from same agency.
Most senior officer - IC/FC. Likley responsible for all CIMS functions.
Must be prepared to activate more functions
Incident level - multi agency
Management structure expands to maintain effective control consistent with scale and complexity of the reponse.
IC likely to delegate CIMS functions.
Personnel from other agencies must be in ICP to ensure access to specialised knowledge.
Incident level - Major Incident
Protracted or large scale
Full IMT may be required.
May scale down as resolution occurrs.
What is an Emergency Operations Centre (EOC)
is established to coordinate multi agency or multi-incident response between respective ICP’s.
When is an EOC activated? (3)
Several incident level responses at different sites
off-site coordination and support required
coordinate mutli agency or multi incident responses
What is a local controller?
If several incidents each site will have an IC.
Local controller coordinated between sites.
Local controller needs to:
- define their command and control relationship with IC at each ICP w
- receive detailed briefings from IC
- provide coordination
- Inform of resources available
- Consider allocation of resources
- ensure communications and support are activated and communicated,
CIMS functions: Control
Responsible for Controlling and coordinating the response.
IMT headed by Controller.
(Supported by Response manager, Technical experts, personal assistance, Risk/safety).
CIMS functions: Intel
Responsible for collecting response info.
(supported by Info, Situation, Forecasting)
CIMS functions: Planning
Responsible for overseeing the development of Action Plans.
Responsible for:
- Long term planned and contingency
- Assist with planning and transition to recovery
- conducting planning meetings
- forecasting medium to long term resourcing requirements
CIMS functions: Operations
Responsible for the day to day coordination of the response, detailed task planning and implementation of the Action Plan.
Also responsible for volunteer coordination.
CIMS functions: Logistics
Responsible for providing and tracking resources.
CIMS functions: Public Information Management (PIM)
Responsible for informing the public about the incident and response.
CIMS functions: Welfare
In a major incident responsible for managing consequences on individuals, family, communities.
At incident level relate to meeting the immediate needs of the affected people.
National Civil defence emergency plan 2015 makes Police responsible to:
coordinate inquiries to assist family, whanau and next of kin make contact with each other; and, trace missing persons and their next of kin.
During an emergency what is usual and pre-planned means of contact?
Public encouraged to use their usual means of contacting family, and significant others. when those means of contact have been exhausted and there are genuine fears for a persons safety a inquiry can be made with Police.
What agencies are required to plan for and support Police to facilitate the inquiry process
