It is used when the CO has determined an individual no longer meets the reliability standards.

(1) Alcohol dependent individual that failed the required aftercare program,
(2) An individual who is diagnosed as a drug abuser.
(3) An individual who is diagnosed as drug dependent.
(4) Use of drugs that cause flashbacks.
(5) Trafficking and manufacturing.
