What is level 1 force?
Hand strikes, foot strikes, forcible take downs, wrestling of subject to ground, discharge of OC, CEW cartridge mode, use of mesh restraining blanket.
What is level 2 force?
Intentional striking of a person with any object (baton, other equipment, etc.) a police canine bite, use of CEW in drive stun mode.

What is level 3 force?
Use of physical force that is readily capable of causing death or SPI and includes the discharge of a firearm.
Investigated by IAB
What is a physical injury?
Minor swelling, contusions, lacerations, and or abrasions
Complaint of substantial protracted pain
What is substantial physical injury or illness?
- significant lacerations
- lacerations requiring sutures
- any injury or condition requiring treatment at hospital emergency room
What is serious physical injury or illness?
- Broken/fractured bones
- injury requiring hospital admission
- gunshot wound
- heart attack, stroke or other life threatening/serious injury/injury
The immediate supervisor will complete part A of the TRI if
- the allegation of force but member claims no force was used
- no member can be identified
Who does the desk officer precinct of occurrence notify for level 2 and 3 force?
Borough, operations and IAB
Who is the investigating supervisor for CEW discharge?
Lieutenant or above.
ESU personnel will have discharges documented by their immediate supervisor (rank of sergeant or above)
