Whenever a person who is about to be arrested is acting irrationally or violently resist arrest and poses no immediate physical threat to himself or others and is in a confined area, the UMOS will immediately request

When a UMOS observes or suspects that a prisoner has ingested a narcotics or other dangerous substance, the prisoner will be
transported from place of arrest directly to the nearest hospital facility.

The desk officer will ensure a criminal history check is completed for every prisoner arrested for
- resisting arrest
- assault 2
- assault on a PO
Two or more times in past 5 years = resisting recidivist
Any arrest involving resisting recidivist are enhanced by PDU and DA’s office
Who will verify an arrest effected by an off duty MOS?
CO/Duty Captain
Once a strip search is authorized the desk officer precinct of occurrence or central booking supervisor will ensure that the following entries are made in the following Dept records:
- Command log entry - basis for strip search, rank, name and command of MOS performing search, name of prisoner(s) and results of search.
- OLBS - supervisor authorizing search will ensure command and command log page # is documented in narrative.
- A/O’s activity log with above info. Also include statement strip searched with command and command page # in detention alert section.
The A/O must notify friends or relatives in the following situations:
- under 19
- admitted to the hospital
- emotionally disturbed
If unable to notify, prepare missing report and notify PDU and MPS
A/O will perform license check through FINEST using DALL on all defendants arrested for
- driving a stolen vehicle
- driving an auto with altered VIN
- driving an auto with stolen plates
What are the 6 reasons a medical treatment of prisoner form is prepared?
- receives medical/psychiatric treatment
- refuses treatment after claiming injury or illness
- already has previously treated prior injuries
- is in apparent need of treatment
- may require prescribed medication
- volunteers his/her positive status regarding a communicable disease if not documented on prisoner movement slip
When a prisoner is admitted to the hospital who will notify and where do you record the notification?
Desk officer will notify Court section supervisor and record notification in telephone record.
If prisoner refuses to remove their religious head covering for official Dept photograph at borough court section, notify
Manhattan court section.
Direct A/O to transport prisoner to mass arrest processing at 1 PP between 0800 to 2400 for their photograph without religious head covering.
Strip search may only be conducted with the knowledge and approval of

- All prisoners being transported to a hospital for medical treatment.
- when it is necessary to utilize a 12 passenger van to transport more than three prisoners, leg restraints will be utilized if available.
Arresting or escorting officers shall notify attendants or corrections dept personnel if prisoners

- loitering for purpose of promoting sub 3 (pimp)

- sex abuse 2 - Vic less than 14 or mentally def.
A hospitalized prisoner charged with a photographable misdemeanor may be issued a DAT if eligible and criminal photographs will not be taken.

What are fingerprintable and palm printable offenses
Adults
- felony
- misdemeanor as defined in PL
- misdemeanor outside penal law if previous conviction raises current charge to felony
- loitering for purpose of engaging in prostitution sub 2 violation - prostitute and John
Juveniles - all JO's - other juveniles 11 and 12 - A/B felony 13 and up - any felony
Other printable reasons
- unable to ID defendant
- reasonable suspicion identity is a fake
- reasonable suspicion person is wanted
Who enters an attorney visit on the OLBS and what information is entered?
Desk officers enters:
- name/address/ phone # of attorney
- if interview conducted
- time attorney arrived/departed
- identity of person who retained attorney
If an attorney calls seeking a client in NYPD custody for the first time, MOS taking call will
- enter time/name/phone # in telephone record
- notifies communication section (FINEST goes out to all commands)
Desk officers of commands will determine if prisoner is in their command. Direct interrogating officers to cease interrogation and permit prisoner to contact attorney.
If interview of prisoner by attorney was conducted at Boro court section, other than precinct of arrest, desk officer/supervisor will notify
DO precinct of arrest and then make a command log entry of interview and notification. Also record information on OLBS or ARS
If OLBS is down in command of arrest,
Desk officer/ supervisor instructs member to call adjoining precinct to have arrest number generated.
If OLBS is down citywide
Desk officer/supervisor contacts supervisor at borough court section for issuance of arrest number.
Fingerprint charts must be delivered within 3 hours of arrest.
Who can override a fingerprint and after how many attempts will be made to roll an acceptable print?
DO/Supervisor of arrest processing site and after 4 attempts.
Who prepares the refused prints report?
DO/Supervisor
When there is suspicion that the livescan machine was intentionally damaged
DO makes entry in command log and initiates an investigation and appropriate action.
When a UMOS effects an arrest outside NYC but within NYS,
- UMOS complies with arrest procedures of police agency having jurisdiction.
- notifies operations.
(OPs notifies CO and CO directs Desk officer to make a telephone record concerning notification from OPs) - A/O prepares report to pertinent information and submits to CO.
Delays of more than ___ hours from time of arrest will be reported by telephone to appropriate borough court section.
