The Los Angeles Department of Water and Power (DWP) has agreed to reimburse the LAFD for incidents where our resources are required to standby pending DWP arrival.

13-03 DWP Standby

Standby time is defined as the occasion when field resources determine that DWP expertise is required to completely mitigate an emergency and it is necessary for LAFD resources to remain on scene until the arrival of DWP.

The following types of incidents commonly require the assistance of DWP:

  • Wires down
  • Wires arcing
  • Underground vault fires
  • Above ground vault fires
  • Transformer fires/problems
  • Sheared/damaged power poles
  • Sheared/damaged hydrants requiring DWP assistance
  • Water problems requiring DWP assistance (i.e., main water breaks, sink holes)
  • Electrical problems requiring DWP assistance

13-03 DWP Standby

  1. LAFD resources on scene of an emergency that request and by shall make an initial radio request, “DWP assistance”, to MFC for DWP resources. This request shall be documented by MFC in the incident comments exactly as, “DWP NTFD” with the time.
  2. LAFD esources shall make additional radio communication to MFC upon arrival of the first DWP unit on scene. MFC shall immediately document the arrival times of DWP by entering a comment on the incident exactly as, “DWP ONS”.
  3. LAFD resources shall be reminded by MFC via Mobile Data Computer(MDC) and a radio message to verbally notify MFC upon arrival of DWP.
  4. All LAFD resources responding to and standing by for DWP shall record the standby information in the fire station journal (F2).
