The City of Los Angeles has a zero tolerance policy on violence in the workplace. Threats, threatening behavior or acts of violence against an employee, an employee’s family, a customer, a visitor, or any other individual will not be tolerated.
Employees who act in a threatening or potentially violent manner are subject to discipline up to and including discharge.

Workplace violence is any type of behavior or incident in which an individual is intimidated, threatened, verbally or physically harassed, assaulted, injured, or killed at the place of work.

Under the law, a “Hostile Work Environment” is defined as harassment involving unwelcome conduct that substantially alters the condition of employment and creates an abusive and intimidating working environment. A “Hostile Work Environment” is based on discrimination for one or moref the following reasons:
Race
Skin Color
Marital Status
Pregnancy
Sex Sexual Orientation
Sexual Harassment
Disability (actual or perceived)
AIDS/HIV (actual or perceived)
Cancer
Ancestry
Language/Accent
National Origin/Ethnicity
Age
Retaliation

Verbal signs are the most prevalent early warning indicators of workplace violence. These signs involve oral threats and other types or verbal harassment.

Any form of violence or threat of violence, whether actual or reasonably perceived, involving a City employee and occurring in the workplace, shall be immediately reported to a supervisor. Any behavior involving violence or a threat of violence by an employee outside the workplace, but is
workplace related, shall also be reported to a supervisor.
Additionally, all employees shall report to a supervisor the existence of a restraining order that covers the employee at the workplace or any potentially violent nonworking related situation that could likely result in violence in the workplace.

If a non-employee is threatening an employee, notification should be made to the LAPD, the respective Bureau Commander (telephonically), and the Arson Section, Through Channels.

Any supervisor, who observes or becomes aware of behavior or early warning signs of potential workplace violence, shall attempt to diffuse the situation and immediately notify their commanding officer.
The immediate supervisor shall telephonically notify the Departments’ Workplace Violence Coordinator, the Battalion Chief assigned to the Risk Management Section, Administrative Operations, directly during normal business hours, if after hours contact the on-call — Risk Management Officer— through MFC.

In instances when an employee’s verified behavior is creating disruptions in the workplace, and attempts to resolve the situation by the immediate supervisor fail, the second-level supervisor shall follow these procedures in the following order:
- Contact MFC and if necessary, request LAPD to respond to the workplace.
NOTE: If incident occurs in the fire station, place company out of service, have MFC create an incident for an “Invest” and dispatch a Battalion Commander.
- Ensure next-level supervisor is advised.
- Contact their respective Operations Chief Deputy (if after hours, contact the Risk Management Officer on-call through MFC).
- Document all incident circumstances in an F-225, through channels, to the their respective Operations Chief Deputy.

Threat Assessment Team that is responsible for the evaluation and management of all reported threats or acts of workplace violence involving Department members.
During regular business hours, the Threat Assessment Team can be contacted through the Risk Management Section Chief. If after hours, contact the Risk Management Officer on-call through MFC.
