11-12 Apparatus Availability
The Apparatus Tracking System (ATS), updated by Station Commanders on a daily basis and when apparatus service status changes, provides the Department with timely information pertaining to apparatus assignment and availability. This information enables the Department to provide “surge capacity” to planned and spontaneous events. The Ready Reserve fleet includes 21 fully equipped
Engines, 26 fully equipped BLS Rescue Ambulances, and various specialty apparatus.

Reserve: Apparatus that is not equipped or staffed.
Relief: A Reserve apparatus that takes the place of a front-line apparatus on a temporary basis using staffing and equipment from the Front-line apparatus. When operating in Relief,
Ready Reserve: Apparatus that is equipped, but not normally staffed.
Surge Capacity: Detailing or hiring members to staff Ready Reserve apparatus in order to augment field resources.
Augmented Staffing: Increasing the number of available resources by staffing apparatus not normally staffed i.e. Ready Reserve engines, 200-series engines, Ready Reserve rescue ambulances, brush patrol apparatus.

In-and-Out Repair: A repair made on apparatus that is expected to be completed within no more than ___ hours.

Ready Reserve Policy
Station Commanders are responsible to see that assigned equipment including portable hand-held radios, ePCR, defibrillator, and cell phone are properly maintained, ready for use, and accounted for. Portable hand-held radios shall be stored in a pelican case provided by the Fire Communications and Dispatch Support Section.
Electronic equipment including the pelican case containing hand-held radios, ePCR, defibrillator, and cell phone shall be stored in a secure location within the Fire Station, as designated by the
Station Commander. A storage location identification tag, identifying the secure location within the Fire Station where this equipment is stored, shall be attached to the apparatus steering wheel to enable members assigned to augment staffing to know where to obtain assigned equipment.

When a Ready Reserve apparatus is placed out-of-service for more than ___ hours, Station Commanders shall “Change-over” the Ready Reserve apparatus into a Reserve apparatus.

Ready Reserve apparatus may be used for a maximum of ___ hours to replace Front- line apparatus placed out-of-service for mechanical repairs. Front-line apparatus that cannot be repaired within ___ hours shall be replaced by “Change-over” into a Reserve apparatus.

Ready Reserve apparatus may be staffed by closing a Front-line apparatus and moving personnel to the Ready Reserve apparatus for specific need, as directed by MFC. (Example: Close Engine 87 to staff Squad 87 for a Hazardous Materials Dispatch)

At the discretion of the Company Commander, Front-line apparatus may be augmented on an “as-needed” basis by taking a Ready Reserve apparatus along with the assigned Front-line apparatus i.e. Brush Patrol apparatus taken along with the Engine to a brush dispatch.

Department staffing may be augmented by staffing Ready Reserve apparatus for a specific duration at the direction of Fire Chief, Chief Deputy Emergency Operations, Deputy Department Commander, or OCD Division Commander.

Station Commanders shall notify their Administrative Battalion Commander and OCD anytime a Ready Reserve apparatus is activated. Station Commanders shall also update ATS to reflect the actual location and apparatus availability.

MFC shall not allow more than a total of ___ companies to be either NAV and/or CAV.

Anytime the Department augments staffing levels, scheduled in-and-out repairs shall be cancelled unless the repair, if not made, would require that the apparatus be placed out-of-service.

Anytime the “Minimum Available Reserve” thresholds are reached, Supply and Maintenance will utilize overtime to hire additional mechanics in order to increase the pool of reserve apparatus to specified minimums.
The Supply and Maintenance shall publish, on a daily basis, the status of apparatus out-of-service for repairs.
