OPCON
Operational Control, provides authority to organize commands and forces and to employ those forces as the commander in operational control considers necessary to accomplish these missions

Administrative Control, provides authority over subordinate or other organizations in respect to administration and support
COCOM
Combatant Commander, authority includes giving administrative direction to subordinate commands and forces necessary to carry out missions assigned to the command, including authoritative direction over all aspects of military ops, joint training and logistics

authority includes giving authoritative direction to subordinate commands and forces necessary to carry out missions to the command, including authoritative direction over all aspects of military ops, joint training and logistics for Naval commands and subordinate commands
FLTCOM
In charge of 5 subordinate type commanders, fleet commanders and commands such as 3rd fleet and 7th fleet

Second-echelon commanders have responsibility for the readiness of their forces
