10.12, 70.8, 22.8 Flashcards
a. Basic Types of Reasonable Accommodation. There are five basic types of reasonable accommodation requests to which the Department must respond. They are:
E D D T S
(1) Requests for accommodation in the civil service examination process, including the job interview stage, which allow a candidate with a disability to compete with nondisabled candidates as equally as possible;
(2) Requests for accommodation to allow a person with a disability to perform the essential duties of the job to which they were newly hired or transferred;
(3) Requests for accommodation to allow an employee with a disability to continue to perform the duties of their current position;
(4) Requests for accommodation to allow an employee with a disability to participate in training activities available to nondisabled employees for job improvement and self-development; and,
(5) Requests for accommodation to allow an employee with a disability to have equal access to services and privileges afforded to nondisabled employees.
b. All relevant medical information requested by the responding commander shall be provided by the employee/applicant within ______ of the request. Failure to provide requested medical information will result in suspension of the reasonable accommodation process until this information is provided.
21 calendar days
NOTE: Former employees, contractors, and vendors may file an internal complaint; however, these complaints are handled through management inquiry or the _____
citizen’s complaint process and not through the EEO process.
b. Every employee should understand, incorporate, and apply the philosophy of community outreach into their daily interactions with fellow departmental employees, allied agencies, governmental agencies, community groups and organizations, and members of the public. Through this synergy, each employee and the Department will maximize their individual and collective efficiency and effectiveness to address traffic safety issues. The principles of community outreach are listed below to reaffirm the philosophy, management style, and organizational design.

. Assess who is responsible for public safety and define the roles and relationships between law enforcement and the community to require shared ownership, decision making, and accountability.
(1) Responsibility
DEFINITION
Strengthen and empower community-based efforts by law enforcement agencies. Getting the community involved and participating in CHP traffic safety efforts inherently builds support of departmental programs and efforts.
(2) Public Support.
Increase understanding and trust between CHP and community members. By initiating partnerships directed toward traffic safety, the Department can expand its network of community leaders and provide them with a heightened sense of awareness about law enforcement. This is primarily accomplished through the opening of doors and the sharing of nonconfidential information so the public is provided a better understanding of law enforcement.
(3) Communication.
Shift the focus of traffic safety from responding to individual incidents to addressing problems identified by both the community and the Department, by emphasizing the use of proactive problem-solving approach to supplement traditional law enforcement procedures. Problem solving and prevention is the process used by the partnership or single entity to identify and address issues that negatively impact the quality of life of the community. This process is data driven and includes:
(a) Analysis and prioritization.
(b) Development of viable alternatives.
(c) Selection and implementation of agreed upon alternatives.
(d) Evaluation of the implemented solutions.
(4) Problem-Solving.
One of the two pillars that support effective community outreach and partnership activities is the use of strategic and tactical problem solving. Problem solving is the systematic review and analysis of data to determine who or what is causing the problem; where, when, and why the problem is recurring; and how to best utilize the combined resources of the Department and the community to resolve the problem. Detailed information allows precise activities directed at the cause, not just the symptoms, of the problem. This interactive process works in concert with traffic safety partnerships to solve recurring traffic safety concerns identified through analysis of empirical and/or anecdotal information. Historically, the Department has utilized a three-prong approach to solve traffic-related problems and incidents. Each application below can be used to impact potential problems.
(5) Identification of Traffic Safety Problems.
e. Three Levels of Trust. Law enforcement and community members can develop trust with community residents on three levels:
F O I
(1) Formally, through membership and involvement with organizations, coalitions, councils, and task forces.
(2) On the working level, with officers practicing proactive “in view” patrol strategies in neighborhoods and taking the initiative and time to get to know residents and their needs.
(3) Informally (and often most effectively), when community residents and law enforcement become acquainted through social or civic events, and town hall meetings, or join together to work for common goals, such as youth safety.
(2) Personnel _____ comment on personalities, divulge confidential information, or render personal opinions on matters of policy.
(3) Personnel shall not discuss matters of a politically sensitive nature without approval from COMR. Only the rank of ____ or above shall discuss personnel issues other than critical incidents such as shootings, collisions, etc. When in doubt about any public dissemination, coordinate with the commander for discussion or guidance.
shall not,
