Defined by how tasks are formally divided, grouped or coordinated (Senior and Fleming, 2006).
• The established pattern of relationships between component parts of an organization.
Formal Structure in an Organization
focuses on the degree of specialty in technical areas or development focus; projects can be highly specialized
or have different broad specialization in many areas of development.
Specialization
is required to bring unity to the various elements that make up a project. The project work is organized around a work breakdown structure.
Coordination
Two Factors in Designing a Project Structure

- Coordination
groups with similar functional responsibilities are clustered at the same level of the structure (e.g., DOH, DBM divided into divisions).
Traditional structure, i.e. functional organization
Uses the end product or goal as the determining factor for personnel structure (e.g., Jollibee Corporation – Greenwich Team, Chowking Team)
Product Organization
a structure of management that facilitates maximum resource utilization and increased performance within time, cost, and performance constraints. It attempts to combine the advantages of the traditional structure and the product organization structure (e.g., UPLB - Departments for disciplines but also structure of Dean, Chair, etc.).
Matrix Organization
allows functional teams to rally around a central project goal (e.g., ad hoc
committees).
Bubble Organization (Mixed Organization)
market organization structure permits a project to adapt to market conditions (e.g., sales – online team).
Market Organization (Mixed Organization)
suitable for projects where time sequence is very essential in organizing tasks. This is for time-critical sets of tasks (e.g., Hospital – Nurse -> ER Doctor-> Specialists)
Chronological organization (Mixed organization)
similar to the chronological structure except that magnitude or quality of output rather than time is the basis for organizing the project (e.g., Research -> Proposal -> Submission -> Approval -> Inception -> Implementation -> Validation -> Submission)

• An election by ballot is a foreign concept in many rural areas. Rural people choose their leaders, they seldom do so simply by elections.
• Democratic consultations are much more within the experience of the people.
• It is not wise to have an election in the early stages of building up people’s organizing.
• Collective leadership is ideal.
• It maybe necessary to set up a standing coordinating group composed of the core leadership, or of the spokespersons of the different ad hoc committees
