• An election by ballot is a foreign concept in many rural areas. Rural people choose their leaders, they seldom do so simply by elections.
• Democratic consultations are much more within the experience of the people.
• It is not wise to have an election in the early stages of building up people’s organizing.
• Collective leadership is ideal.
• It maybe necessary to set up a standing coordinating group composed of the core leadership, or of the spokespersons of the different ad hoc committees
