To encourage private health insurance, high income earners paid an extra tax levy if they did not have private health insurance. Further citizens without private health insurance by age 30 pay higher premiums for the rest of their lives.

More resources for mental health. APS lobbied for Medicare funding. Multiple doctors managed mental health and began referring many cases to private psychologists.
