Veterinary Disaster Management Flashcards
What is a hazard?
A danger or risk of an event occuring
It can be known or unknown
Can morph into disasters
Is in the same categories as disasters
What are some examples of natural disasters?
Hurricanes, floods, forest fires, tsunami, tornado, earthquake etc
What are some examples of man made disasters?
Oil spills or oil rig explosions, transportation accidents etc (non-intentional)
Bioterrorism - intentional
What is agroterrorism?
The malicious attempt to disrupt or destroy the agricultural industry and or food supply system of a population through the use of plant or animal pathogens to cause devastating disease in the agricultural sectors
Why plan for disasters?
Reduces loss of life and property
Enhances response and recovery
improves communications
helps maintain essential functions
What does a lack of disaster planning cause?
Increased chaos
Decreased trust in authorities
Increased recovery time
What are the four phases of disaster management?
Preparedness
Response
Recovery
Mitigation
What is the mitigation phase of disaster management?
An attempt to prevent hazards from developing into disasters altogether
or
To reduce the effects of disasters when they occur
Does the mitigation phase of disaster management focus on long term or short term measures?
long term!
Can be part of recovery
can be structural (like building a dam to prevent flooding)
Can be non structural (like changing protocols)
What is included in the preparedness phase of disaster management?
Plans and preparations made to save lives and property, and to facilitate response operations
Provisions to ensure that all resources/services needed to cope with a disaster can be rapidly mobilized and deployed
What are some examples of veterinary preparedness?
Emergency and evacuation plans Unobstructed escape routes Emergency lighting Multiple exits Adequate animal transportation etc etc
What is does the response phase of disaster management focus on?
Actions taken to provide emergency assistance, save lives, minimize property damage, and speed recovery
Actions taken to return to a normal or improved operating condition following a disaster, is considered what phase of disaster management?
recovery
How do companion animals come into play during a natural disaster?
People won’t evacuate bc of their pets
Animal abandonment
Animal identification and logistics of care (equipment, space, shelter animals etc)
Reuniting animals and owners or adopting animals out
What is the purpose of the County Animal Response Team (CART)?
Intended for use by local government and agencies to take immediate action in providing a means of care to minimize animal suffering in the event of a large scale disaster
**rapid response - local
