what is regulations
refers to a type of delegated legislation that is legislation made under an empowering provisions with permission of parliament
the power to make delegated legislation may b given to
the executive council, individual ministers or other agencies in the executive
clause 7.85 of the cabinet manual acknowledges that
in general the principle and policies of the law are set out in acts of parliament

secondary legislation helps to deal with technical issues that may need frequent updating
