why so ethnically diverse
Lots of migrants because Tower Hamlets was a highly industrialised area with a diverse range of industries, including manufacturing, shipping, and textiles. These industries often relied on migrant labour, particularly from Commonwealth countries, to fill low-skilled and manual labour positions.Tower Hamlets was home to the Port of London, one of the busiest ports in the world during that time. The shipping industry provided numerous job opportunities also undergoing reconstruction and redevelopment. Also perceived as culturally diverse so it encouraged more people to move there.

-The redevelopment of these docklands presented an opportunity to revitalize the area and attract new business and investment.
- once used as a port for trade
