2) Wages, benes, source or amt of staffing pref in utility const.
Why might LG want every aspect of its project to not be ‘substantial’?
Because must competitively award if estimated cost exceeds:
(1) $300k (construction) + $75k (elec) &
(2) Exceeds 20% of the estimated full total cost of the project.
How do you know if you have to do CCNA?
LG ballparks project price & services price. If either exceed $325/$35.
ALSO
If doing a pub works/road under 255.20, & you want to negotiate, & then you must comply w/ CCNA.
What’s the focus of 255.20?
- 20 is the lynchpin of 287.055.
- 20 requires LG competitively award to an appropriately licensed Ktor on each project construction exceeding $300k & electrical $75k.
By sealed bids, or proposals submitted in response to RFP or RFQs & submitted for competitive negotiation.
Includes construction management services, design/build contracts, continuation contracts based on unit prices, and any other K per LG ordinance.
If done by negotiation, must comply w/ CCNA. You’d be doing an RFQ anyway (where price cd be a non-predominant factor), now it requires the formality of minimum of 3, etc.
When is road contractor not eligible to be qualified?
If behind by 10% ON A GOVT JOB at the time of advertising LG’s project.

336 [County roads] / 255.20 [public roads] ----------- 336: Bid only, no award. County qualifies Ktor. 10% behind on job for County. No timeline for Circuit review. ----------- 255.20: Award FDOT (if already preq) & County prequalify. 10% on any govt job. 30 day review by Circuit.

5) Design. GC has no input. Completed prior to construction.
6) Con. Takes longer b/c performed sequentially.
7) Risk. Owner liable to GC for defective design.

2) Contract. 2 contracts @ same time. Owner-Arch & Owner-CM/GC.
3) Costs. GMP cap.

5) Risk. CM/GC at risk for costs exceeding GMP. Owner liable for defective design.
6) Unique. CM/GC selection qualifications based.

1) Turn-key package deal.
2) 287.055 if constr, exceeds $325k/ planning/study, exceeds $35k.
3) Contract. 1 contract. Owner-DB (GC).
4) Costs. Evolve, change orders.
5) Design. GC responsibility. Evolves.
6) Construction. Costs can evolve b/c on-going before design complete.
7) Con. Likely fewer bidders.
8) Risk. Risk of design & construction on GC.
How are continuing contracts defined?
Fixed or unlimited term K for pro services for projects w/:
(a) Estimated construction cost of each individual project does not exceed $4 million,
(b) Fee for each individual study activity does not exceed $500,000.
