The tribes became self governing bodies that could vote to adopt constitutions and have their own police and legal systems

No. The officials tried to ensure Native Americans could take advantage of the programmes but this did not change the deep poverty that they were in.
Why did FDR not implement any civil rights legislation?
FDR’s southern supporters were often racist and they would not have voted his policies through if he tried to pass civil rights legislation
How was the NRA racist?
It allowed for black Americans to be paid less than white Americans in the same jobs
