MEDC countries such as Italy can respond to tectonic damage due to better infrastructure, more money to represent damage as well as better hospital care and training compare to Nepal a LEDC

government and organisations may divert aid funds to themselves and areas that may not need it as much as poorer and seriously damaged areas
how may population density effect how a country react to tectonic hazards damage
the higher the population the high risks of casualties
this would require more money than places with low density
transport infrastructure
the better the transport the quicker it is evacuate and give people aid
MEDCs may have better transport infrastructure than a LEDC
social reasons on why people remain at tectonic hazards
there are slim chances
some settlements e.g. San Francisco are huge so moving would be difficult
(moving away from friends work etc.)
environmental reasons on why people remain at tectonic hazards
basalt is found commonly in volcanic areas this can be used to build roads.
volcanic soil is very fertile e.g Naples, Italy is located near volcano and high quality nuts and fruits come from here
economic reasons on why people remain at tectonic hazards
LEDC people may not be able to move as it will be too expensive
it can provide jobs e.g. San Francisco has a GDP of $535 million and is rate 19 th in the world richest city
it can be near to hospitals, schools and other economic worthy places
