- Permafrost in Northern regions –> bad for agri
- Terrain is mountainy so its hard to access and transport things. Dense forests and costs to cut down trees

- Cannot fully exploit resources
- Difficult to defend the country

- Not enough people to support institutions of dialogue or culture –> film, universities, magazines, etc. Only 6 unis built in Northern Canada since WW2
- Less taxpayers –> cannot maintain facilities well
