Q

Snow Control Center (SCC)

A

a centralized facility for coordinating all snow and ice control activities

one purpose is to inform air carrier and the ATCT of expected runway opening and closing times and serve as the prime source for the dissemination of field condition information

At minimum will perform the following functions: manage snow clearing operations, serve as the prime source for initiating FICONS, closure, openings ect; informing ATCT, air carries, air taxies, and other users of airport conditions; issuing NOTAMS; any additional function the SCC performs at the airport

Q

Airfield Clearing priorities

A

Priority 1: most critical portions of the aircraft movement area and supporting facilities

Priority 2: less importance than 1

Priority 3: not essential to flight operations

Q

Acceptable contaminants to most jet aircraft manuals

A

landing with no more than one inch of snow, slush, or standing water
takeoff with no more than 1/2 in accumulation

all snow and ice and slush should be removed as expeditiously as possible so as to maintain runways, high speed turnoffs, and taxiways in a “no worse than wet” condition

Q

Contaminant Clearance times

A

check notebook

based on the ability of the maintenance staff and equipment to clear on inch of snow weighing up to 25lbs per cubic foot from the primary runways. Normal trigger point for commencement of removal is prior to 1in of dry snow. If wet snow, prior to 1/2in

Q

Slippery when wet

A

it is only reported when a pavement maintenance evaluation indicates the average Mu value on the wet pavement surface is below the minimum friction level classification specified in the RCAM table. RWY CC 3/3/3

Q

Pavement surface condition sensing instruments serve what three functions

A

to provide a precise measure of the pavement temperature, to indicate the presence of water, ice, or other contaminants, to transmit this information to the snow control center for incorporation into the decision-making process to control contaminants

14
Q

What are the three steps to determine runway conditions

A

runway condition code applicability: 25% rule

apply assessment criteria: look at contaminants and get CC

validating runway condition codes: makes sure the CC feels right

15
Q

When can you upgrade a 0 or 1 CC

A

if judgments says its better, you are getting Mu values of 40 or more. You must continue to continually monitor and can not improve it past code 3

16
Q

when should a friction assessment be conducted

A

when the central portion of the runway is contaminated 500ft or more

after any type of snow removal or chemicals application

immediately following any aircraft incident or accident on the runway

or any additional triggers an airport any have locally

17
Q

What are the requirements for closures

A

runways receiving a Nil breaking assessment

After two NIL reports from pilots, an assessment must occur prior to the next operation on that surface

whenever a surface becomes Nil

18
Q

central de-icing facilities

A

at terminals or apron areas

19
Q

remote de-icing facilities

A

located on taxiways or near departure runways

20
Q

how to determine what snow removal equipment is required per AC 150/5220-20, Airport snow and ice control equipment

A

Step 1: determine the total square footage of priority 1. The snow removal equipment is based on the annual operations at an airport and the amount of Priority 1 surface area to be cleared in a specific amount of time

Step 2: determining the airfield clearance time establishes a specified clearance time for the Priority 1 areas the be cleared for a range of annual airplane operations. equipment should clear 1in of falling snow weighing up to 25lb/ft3 within a reasonable time frame

21
Q

What are the mechanical methods for snow removal

A

rotary plows, displacement plows, broom or snow sweepers, material spreaders

22
Q

Rotary plows

A

or snow blower, cast heavy concentrations of plowed snow away from airport operational areas

23
Q

Displacement plows

A

designed to quickly move snow across the blade of the plow. the cutting edge shears snow, lifts and casts it to dislodge snow to the side of the cleared path. classified by length of cutting edge

24
Q

broom or snow sweepers

A

used to clean up the residue left on the pavement surface by a plow or snow blower. also used to sweep and clean debris from airport operational areas

25
Q

material spreader

A

provides a continuous, unrestricted, accurately metered flow of sand and solid or liquid deicers or anti-icers to a pavement surface. a spreader unit consist of a material storage compartment, pre-wetting mechanism, a feed mechanism, a metering device, and a distribution mechanism
