DOT regulations do not apply to the air operator. in the infrequent cases where the airport operator is the HAZMAT agent, the ACM must contain procedures that cover the DOT regulations

When is a facility covered by SPCC (spill and prevention, and control countermeasures)
when there is an aggregate above ground oil storage capacity greater than 1,320 gal of completely burling storage capacity greater than 42,000 gal. AND there is a reasonable expectation of an oil discharge into or upon waterways or shorelines
what are steps that a facility owner or operator can take to prevent oil spills
containers suitable, overfill prevention for storage containers, providing sized secondary containments (dike or remote impoundment), providing general secondary containment to cat spills from a transfer or fueling, periodically inspecting and testing pipes and containers, prepare and implement an SPCC plan

at least 50ft separation between fuel tanks and vehicles and planes, fuel trucks cannot be stored inside, posting and identification of no smoking signs and emergency cut off switches, no ignition sources present, fire extinguishers of proper type and size, properly trained individuals
