Why was Russia so backward ?

85% of the people were farmers and only 5% of the land was farmed.
They produced only 34 million tonnes of grain in 1880.
In 1880 they produced only 3.2 million tonnes of coal and 0.5 million tonnes of oil

Why was the Tsar such a poor ruler?

The tsar was easily influenced and it was said the two most important people in Russia were the Tsar and the last person he spoke to.
The Tsar did not share power and refused to take criticism
