A
Markets reappeared and private trade was allowed
People were allowed to run factories with up to 25 employees
People were allowed to sell surplus grain for profit

A
Coal increased from 6.9 million tonnes in 1921 to 18.1 in 1925
Steel increased from 183 million tonnes in 1921 to 2135 million tonnes in 1925
Led to the development of NEPmen and Kulaks
