- A lever working points or a facing point lock is locked by failure of a track circuit.
- Controlled level crossing barriers are locked down by failure of a track circuit or by occupation of a track circuit by a failed train.

- The line is clear and no movement is about to be made over it.
- That it is safe to do so.

A
- Protecting signals are at danger and controls in a normal position.
- The auto raise switch (if provided) is in a manual position.
