What is Rule #11?

A

Monitor Review / Instant Replay – In order for an official to reverse a call made on the floor, the official must first find that the monitor review reveals by indisputable evidence that the call on the floor was incorrect.

What are the situations where officials MAY go to the monitor:

A

Free Throws
1.) Determine who shall attempt a free throw
2.) Determine if it should be a two point free throw or a three point free throw
3.) Determine if the wrong player was permitted to attempt a free throw
4.) Determine if a player was permitted to attempt a free throw at the wrong basket
Scoring
5.) Is the successful shot a 2 or a 3?
6.) Prevent or rectify a scoring mistake by the scorer
7.) Determine if a score was erroneously counted or canceled
Timing
8.) Determine if the game clock malfunctioned or whether a timing mistake occurred in starting or stopping the game clock. (Must be corrected during the first dead ball & before the ball is touched inbounds or out of bounds by a player other than a thrower-in.
If the clock should have been continuously running, the mistake shall be corrected before the second live ball is touched inbounds by a player other than the thrower-in
9.) No timing mistake correction will be carried over from one half to the next
10.) Determine the correct time to be placed on the clock when the referee blows the whistle, signals for the game clock to be stopped and in his/her judgment time has elapsed before the game clock was stopped. On an out of bounds violation, the official shall determine the elapsed time before the game clock stopped from the time the ball actually hit out of bounds.
11.) Determine whether the shot clock malfunctioned or a timing mistake occurred in failing to properly stop, start or reset the shot clock. This must be corrected in the shot clock period. Any activity after the mistake and until rectified will be canceled except F1, F2 or Tech.
FOULS
12.) AFTER a call has been made:
a. Determine if an F2P, and F2CT, F1P, or a CDBT occurred. If determined that an F2P or F2CT did not occur, but an F1P or CDBT or common foul did, then charge accordingly…but nothing else. If it is determined that no contact occurred, then reverse the call.
b. When a foul is called for contact, the severity may be reviewed during that dead ball period, but once the ball becomes live, there shall be no further review of the call
13.) When there was NO CALL MADE on a possible F2P, F2CT, DBCT, F1P
a. They are permitted to correct and penalize:
i. With the game clock stopped, it must be corrected during the first dead ball following the play.
ii. When the game clock was running, it must be corrected during the first dead ball after the clock was properly stopped or before the second live ball when the ball became dead after a successful goal but the clock continued to run.
14.) When determined that an F1P, F2P, F2CT or fight did occur, penalize and give the offended team the ball at POI. All other activity counts. When determined nothing happened…play on.
15.) A coach may request a monitor review to determine any F fouls involving contact – live or dead ball.
16.) When a foul is called, - determine who the foul was called on.
VIOLATIONS
17.) In the last two minutes of regulation and OT, determine if a shot clock violation occurred.
18.) In the last two minutes of regulation and OT, determine which team caused the ball to go out of bounds when there is a deflection involving two or more players.

When MUST you go to the monitor?

A
  1. ) When there is a reading of .00 on the game clock at the end of any period after making the call on the court. – When necessary to determine the outcome of the game. Put time back on the clock as to when the ball passed through the net.
  2. ) Determine if a shot clock violation occurred before the reading of .00
  3. ) Determine if a foul occurred before .00 on the game clock. If so, put the time back on the clock as to when the foul actually occurred.
  4. ) Determine whether a fight occurred and the individuals who participated or left the bench area.

An official reports an F1P on A1. Team B coach asks the official to review the foul to determine if it was an F2 foul. Upon review, the officials determine the foul is really a common foul. Can this be changed? Is Team B coach charged with a timeout because it wasn’t an F2?

A

Change the call to a common foul and charge B with a timeout. Case book A.R.274 pg 89.

Team B commits a violation and while the ball is dead and the clock stopped, A@ commits an F2T against B2. The officials fail to observe the act. Team A completes the throw in and commits a violation. After the violation by Team A, Team B completes a throw in and while the ball is in control of Team B, the officials see that B2 is injured and stop play. Because the officials have a plausible reason to believe an F2 may have occurred, they choose to review the severity of the foul using a monitor. Is this legal?

A

After the F2 by A2 the ball becomes live when at the disposal of Team A for the throw in. When Team A commits the violation – this is the first live ball after the clock starts. The second live ball occurs when at the disposal of Team B for the throw in. When play is stopped to review the previous play, the statute of limitations has expired, therefore, the foul can’t be enforced. Case book A.R. 275 pg 89
