Because in 1529 Henry VIII was under a lot of stress, who was dealing with the break from Rome and his wife’s inability to produce a male heir.

Two of Rhys’s servants were arrested for the trouble with hotels. Rhys and 40 other men broke into the castle and headed towards Ferrers’s chamber. A severe argument took place between Rhys and ferrers which led to them threatening each other with blades.

By executing Rhys he wanted to warn people that if they did anything similar to Rhys they would face the same consequences.
Why did Cromwell see Rhys’s execution as an advantage?
Because it was a perfect way to introduce the Acts of Union between England and Wales, thus getting rid of the power of the Marcher Lords

He actually had a lack of motives, except that he wanted to show off and appear above the law in order to aggravate Lord Ferrers.
