A

Give victim tool to start digging, place ladder near them and allow to climb out

A

Level 3 Account, exclusionary zone of 200 feet in all directions. Eliminate sources of vibrations at least 500 feet in all directions. Restrict traffic, rail, metro, work, shut down all apparatus and equipment
