In order to be considered fully democratic what must all voters be and what had to happen for this to be achieved
all voters must be fairly and evenly represented in the House of Commons and in order to achieve this the redistribution of the seats became necessary
why and after what year did the redistribution of the seats become necessary?
After 1867 redistribution of the seats to the House of Commons became necessary due to industrial growth and to ensure ever expanding towns and cities were being fairly represented

the introduction the second reform act was the first attempt made to reorganise constituencies so that the voters from growing towns and cities could be recognised
KU - what did the representation of the people act 1918 draw
it drew constituency boundaries which meant that each MP represented aprox 70,000 voters
This therefor means that Britain did become a more democratic country by 1918 as the attempts made to reorganise constituencies meant
meant that one MP represented a similar number of voters and larger towns and cities gained an additional MP
however Britain was not yet a fully democratic country by 1918 because whilst the attempts made to reorganise constituencies where somewhat successful after 1867…..
that year 52 boroughs lost their right to an MP and after 1885 this increased by a further 115 meaning although constituency boundaries where being drawn britain was not in a good position to suggest seats where evenly distributed in the commons
upon evaluation it would not be accurate to describe britain as a fully democratic country by 1918 (when considering the attempts made to redistribute the seats to the house of commons) because…
whilst the representation of the people act, 1918 drew constituency boundaries it wasn’t until after this date that clear atempts where made to in-force this and voters where formally aligned per MP all across the country
